Rocío Cervera serves as the Deputy Executive Director of the Council of Europe's North-South Centre, an Enlarged Partial Agreement that brings together several countries from Europe, Africa, and the Middle East, aimed at promoting dialogue and cooperation around the values, standards, and tools of the Council of Europe. Ms. Cervera has over 15 years of international experience in project management and programmatic coordination in democracy, human rights, social justice, and sustainable development. Her career has spanned collaborations with both governmental and non-governmental organizations, emphasizing education and youth empowerment.

She holds a Bachelors in Translation and Interpretation from the University of Málaga, and a Certificate in International Relations and Intercultural Studies from Heriot-Watt University (Edinburgh).
